Open Educational Resources (OER) supports a growing sense of community that overcomes cultural, physical and economic barriers. The use of OER has been a process of giving and passing on skills and knowledge for development through education. VUSSC presents its model of OER development through collaboration.
The Transnational Qualifications Framework (TQF) is a reference system which link national qualifications systems and frameworks in different small states together. It functions as a translation device making qualifications more readable, which in turn, will help learners and workers that move between countries or change jobs.

The VUSSC provides some of the world’s smallest countries with stronger economic opportunities through skilled human resources and improved access to quality education.
